Not the whole yard, the right part of it
Turf is not a replacement for a landscape, and the projects that go well are the ones where it solves a specific problem instead of covering everything. Four situations account for most of what we install around here.
A green rectangle the kids cross forty times a day is the hardest thing to keep alive in a semi-arid climate. Turf keeps that traffic lane looking the same in August as it does in May, which is usually why the conversation starts.
Dogs beat a path along a fence line and turn it to mud after every storm. A turf surface over a free-draining base drains fast, keeps paws out of the clay, and does not have to recover from being worn to dirt.
A short-game area does not need much room, and it makes better use of a side yard than grass that only gets mowed. A true-roll surface with a realistic fringe gives you somewhere to practice without a trip out of town.
Deep shade beside the house, a narrow run between the drive and the fence, the ground under a mature tree. Live grass loses in those spots every year, and turf is the low-drama way to stop fighting them.

The usual trigger is not a design magazine. It is a homeowner working out that the greenest part of the yard costs the most to keep and is the first thing to suffer when a dry summer arrives with restrictions attached.
For properties served by Parker Water and Sanitation District, watering is prohibited between 10 a.m. and 6 p.m., and the district publishes a recommended three-day-a-week schedule set by whether the address is even or odd numbered. Runoff, overspray, and broken heads count as water waste and the district acts on reports of it. Those are PWSD rules and they apply to PWSD-served properties.
PWSD says plainly that it does not serve every resident of the town, and several other districts operate in the area. Stonegate has its own metropolitan district, and The Pinery and Pradera are served by Pinery Water. Their schedules are their own, and we do not restate them here. Whichever district serves you, an artificial surface needs no watering slot in the week at all.
This is a reason to consider turf for a specific area, not a claim that turf is right for a whole property. Trees, shrubs, and beds still need water, and a yard made entirely of synthetic surface is rarely the yard anyone actually wanted.
These are not interchangeable. Blade height, density, drainage rate, and infill all get chosen against how the area will be used, and mixing two products across one property is normal when the uses are genuinely different.

The turf itself is the last thing to arrive and the least likely thing to fail. Nearly every problem surface we get asked to look at traces back to what was or was not done underneath it, so this is where the crew spends its days.
Four to six inches of soil and organic matter come out. Anything left that can decompose will settle later and put a dip in a surface that is supposed to be flat.
A plate compactor stabilizes the exposed ground so the layers above it are building on something that has already been pressed down rather than something that will do it on its own schedule.
Open-graded angular gravel over geotextile gives the surface its drainage path, and a thin compacted layer of crushed refines on top gives the turf a smooth, even bed to lie against.
The turf is cut in, grain-matched at every seam, and held down at the perimeter, then antimicrobial infill is spread to weight the surface and hold the blades upright.
Low maintenance is not no maintenance, and it is worth knowing what the year actually looks like before you commit an area to it.
Snow sits on it and melts through it. There is no dormancy, no mud season, and no bare patch waiting for you in April, which for a lot of homeowners is the real payoff of the whole exercise.
Open, exposed lots collect what the wind brings. A leaf blower or a stiff brush handles most of it, and periodic brushing keeps the blades standing where furniture or traffic has flattened them.
Solids come off the surface and liquid drains through the base, with the antimicrobial infill doing the rest. A rinse during a warm stretch is usually all a busy run needs.

We have not found a published Town of Parker rule that caps residential lawn or turf area, and we are not going to tell you one exists when we cannot point at it. Some Front Range towns do have rules like that, so if this matters to your plan, confirm the current requirements with the Town of Parker directly, or with Douglas County and your metro district if your address is outside town limits. Your homeowners association may also have its own landscape standards, and those are usually the ones that actually come up.

No, and anyone offering that is selling you a problem. Living material under the surface will die, decompose, and settle, and you will see it as low spots within a season or two. The existing lawn and its organic layer come out, and the base gets built properly, which is the whole reason the finished surface stays flat.
